متطلبات ومعوقات تطبيق الإدارة الإلكترونية في جامعة حائل

الملخص
الهدف من هذا البحث هو فهم أساسيات تفعيل إدارة المنظمات إلكترونيا وأسباب عدم تفعيل إدارة المنظمات إلكترونيا في جامعة الحائل ومفهوم إدارة الجامعات إلكترونيا والأسس المعتمدة عليها وأهمية الإدارة الإلكترونية في إدارة الجامعات ومبررات التحول إلي الإدارة الإلكترونية ولتحقيق هذا الهدف تم توزيع استبيان على مجموعة من الأكاديميين والموظفين بجامعة حائل وقد تم تصميمها وفق معايير محددة لأغراض البحث وتم اختيار عينة عشوائية من عينة المجتمع لهذا البحث لتكون هي عينة البحث، وذلك لجمع البيانات الخاصة بالبحث وقد استخدم الباحث طرق التحليل الوصفي للحصول على النتائج الإحصائية وقد كان من نتائج البحث أن درجة الموافقة على أساسيات تطبيق الإدارة الإلكترونية في جامعة حائل كانت مرتفعة جدا على مستوي كل المجالات، وأيضا أظهرت النتائج وجود معوقات تقنية في الجامعة من نقص المختصين والفنيين لصيانة أجهزة الكمبيوتر ومعوقات بشرية أيضا وعدم وجود توعية بمفهوم الإدارة الإلكترونية وأظهرت أيضا وجود معوقات مالية.

Abstract
The aim of this research is to understand the basics of activating the management of organizations electronically and the reasons for not activating the management of organizations electronically in The University of Hail and the concept of the management of universities electronically and the foundations based on them and the importance of electronic management in the management of universities and the justifications for the transition to electronic management and to achieve this goal was distributed a questionnaire to a group of academics and staff at the University of Hail has been designed according to specific criteria for research purposes and a random sample of the community sample for this research was selected to be a sample of research, in order to collect data for research and has been used by the researcher Descriptive analysis methods to obtain statistical results has been the results of the research that the degree of approval of the basics of application of electronic management in the University of Hail was very high at the level of all fields, and also showed the existence of technical constraints in the university of the lack of specialists and technicians for the maintenance of computers and human constraints as well and the lack of awareness of the concept of electronic management and also showed the existence of financial constrain
